Ontario's OINP regulation changes take effect May 30

YouVisa Canada · May 30, 2026

Amendments to Ontario's OINP general regulation took effect, preparing for a program redesign; files already submitted keep the old rules.

What happened

The Ontario government confirmed on its OINP updates page that amendments to Ontario Regulation 421/17 under the Ontario Immigration Act, 2015 took effect on May 30, 2026. The changes were first announced in a March 16 program update and are meant to prepare for a redesign of the Ontario Immigrant Nominee Program (OINP).

According to CIC News, the amendments (O. Reg. 47/26) let the OINP director issue general and targeted invitations across categories. In targeted rounds, only candidates who meet labour market or human capital attributes set by the director are ranked. For any category that requires an Ontario job offer, the employer must be registered with the OINP before the candidate can apply.

Who is affected

Ontario says all applications received under the existing framework will be assessed against the requirements in place when they were submitted. Those most affected are expression of interest candidates without an invitation, international students and work permit holders counting on an Ontario job offer, and employers planning to support foreign workers. As of the end of May, Ontario had not published criteria or launch dates for replacement streams.

What to do

Applicants with files in process should respond promptly to any OINP requests. Candidates without an invitation should rely on official OINP pages and keep language results, education and work documents ready. Employers can review the registration requirements early.

(Update: on June 25, 2026, Ontario amended Regulation 422/17 to close the former streams and create the Ontario Workforce Priority stream, whose EOI system opened on August 4.)
